Case Study: Kitsap Racial Equity and Empowerment Fund (KREEF)
Project Manager (2020-2022)
The Challenge
In the summer of 2020, a diverse coalition of Kitsap County community leaders came together to launch the Kitsap Racial Equity and Empowerment Fund -- a first-of-its-kind, community-led initiative designed to challenge traditional philanthropy and direct resources to Black-led organizations and communities of color disproportionately impacted by systemic inequity and the COVID-19 crisis.
With a newly formed Steering Committee, no established infrastructure, and an ambitious fundraising goal, KREEF needed a Project Manager who could build trust, develop systems, and move quickly in service of a bold mission.
The Impact
KREEF became Kitsap County's first area-of-impact fund for equitable community needs -- built from the ground up by community leaders who understood that proximity matters in philanthropy. The fund challenged the structural inequities embedded in traditional grant-making and demonstrated what becomes possible when resources are directed by and toward the communities most impacted.
As Steering Committee member Vicki Collins said, the work was about "creating new ways of collaborating with funders and re-imagining those relationships which will bring about the greatest impact at the ground level of nonprofit work."
Case Study: Kitsap County Community
Needs Assessment (2022-2023)
Execution Highlights
Large-scale multilingual survey deployment, structured focus group facilitation, cross-sector coordination, disaggregated data analysis, public dashboard development.
Outcome
In partnership with Kitsap Community Resources and the Kitsap Public Health District, Brightwell Strategy conducted a region-wide Community Needs Assessment engaging more than 4,200 residents through surveys and ten focus groups. Findings informed strategic funding priorities and resulted in a publicly accessible data dashboard with subgroup analysis designed for long-term community and agency use.

Community Needs Assessment (2024-2025)

Multi-county coordination, bilingual outreach strategy, focus group facilitation, disaggregated data analysis, CSBG and ROMA compliance reporting.
Outcome
In 2024, we conducted a multi-county Community Needs Assessment across Jefferson and Clallam counties, centering equitable engagement in rural communities.
The project included bilingual surveys and focus groups conducted in English, Spanish, and Mam, with strong participation from Veterans and rural households. Final reporting aligned with CSBG Organizational Standards and ROMA requirements, informing funding priorities and service delivery planning across both counties.

Statewide CNA coordination, culturally responsive engagement design, multilingual outreach strategy, collaborative data documentation with community partners.
Project Scope
We are partnering with Byrd Barr Place to support For the Record, a statewide Community Needs Assessment designed to elevate the lived experiences of Black communities across Washington State. This initiative centers community voice in data collection to address gaps in historical datasets and inform future funding, policy, and program decisions.
The project is structured to inform local agencies and advocacy efforts, with survey data collected in multiple languages and accessible formats, and focus groups planned through 2026.
